The FBR@WORK project for driving change in youth employment

In Tunisia, the FBR@WORK project is part of an innovative approach based on Results-Based Financing (RBF), a model that represents a true paradigm shift: funding is no longer allocated for activities carried out, but for concrete, verified results.

Led by IECD Tunisia in partnership with APES and Étoile Formation, and supported by the Education Outcomes Fund (EOF), the project aims to sustainably improve the professional integration of Tunisian youth by emphasising measurable and objectively validated impact.

More specifically, the FBR@WORK project aims to:

• Train 731 young people jeunes in high-potential sectors (sales, human resources, automotive subcontracting, healthcare, agri-food),

• Place 512 young people in employment, with validation at 1 month,

• Ensure 358 young people remain employed for at least 6 months, guaranteeing sustainable integration.

The funding is conditional on the achievement of these milestones. Each reported result must be validated by an independent auditor – in this case, Deloitte – otherwise no payment is triggered. This requirement strengthens the credibility of the model and places performance at the centre of the programme.

The FBR@WORK project thus illustrates several major developments:

• Impact-focused management, providing greater freedom in the means used to achieve results,

• Transformation of the monitoring and evaluation system, now designed as an auditable evidence tool,

• Strengthening internal capacities, notably through the recruitment of hybrid profiles capable of managing financial risks, operations, and data analysis.

Beyond the pilot phase, the FBR@WORK project positions IECD Tunisia as an actor able to operate within innovative, demanding, and socially performance-oriented financing mechanisms. It represents a strategic step towards greater recognition of the value of measured impact in the field of youth professional integration.
